No, your registration will not be approved unless you have cleared all your pending return.
If you have any tax liability or any other obligation due, the cancellation of your GST registration will not affect it. You will still be liable to discharge such obligation.
If you have not filed your return for the month of June, you have to file your return first. And your cancellation will be approved after you have cleared all your dues and complying the provisions of the act.
