The main aim of TQM is to prevent the defects that results in defects free output.
It is a management philosophy that seeks to prevent poor quality in products and services, rather than simply to detect and sort out defects. A little precaution before a crisis occurs is preferable to a lot of fixing up afterward. This also saves cost and time.
So, it is correct to say that TQM processes focuses on prevention than the detection.
