Formulation of strategy means critical analysis of current environment and the planning for the future operations. So, strategy formulation largely depends on how an organisation is observing its surrounding and how committed it is for the achievement of those business goals.
It is clear that an organisation’s effort to manage the internal envirionment and opportunities available in the external environment are mainly defined by the strategy.

It is therefore problems may arise due to shift in responsibility. Therefore, it is essential that divisional and functional managers be involved as much as possible in strategy-formulation activities.
Organisation should communicate the objectives and strategies within the organisation. Top-down flow of communication is essential for developing bottom-up support.
