Follow the following steps to arrive at your annual value of house property:

Find out reasonable expected rent of the property (municipal rent or fair rent, whichever is higher)
Consider rent actually received / receivable
Take whichever is higher from 1. and 2.
Calculate loss due to vacancy
Step 3 minus step 4. is the gross annual value of your property.

Deduct municipal taxes to arrive at the net annual value of your property.
