No, from 31st March, 2018 you can not file ITR for previous years.

What you can do is contact your Assessing officer of your jurisdiction and ask him if you can manually file your returns, and the reason for that.

If he agrees, you can submit your return to the AO manually, and the return would be processed accordingly.
