The GST authorities have withheld my refund amount because the case has gone to appeal.
I received an intimation stating that the refund is withheld under section 54(11). What are my remedies, and when will I receive my refund?

First things first, if the case has gone to appeal, you won't receive your refunds until an order is passed in respect of the same.
But you do have a remedy. Since the intimation was in accordance with section 54(11) of the CGST act, you can claim interest on the refund at a rate not exceeding 6%.
