What is the difference between section 19(3) and 143(3) of the CGST Act?

Section 19(3) and 143(3) both essentially say the same thing i.e. when a principal sends inputs to a job worker for some work and job worker fails to send them back to the principal after the completion of job work within 1 year, it will be a deemed supply of inputs from manufacturer to the job worker.
In case inputs were sent directly to the job worker, period of 1 year will be counted from the date when goods were sent out.
