my question is, if I had rented a house near my employment, I would be eligible to take HRA deduction.

I am being told I have to consider one house as let out. Please advise if it's true.

Yes, it is true that if you rented a property in Noida, you would receive HRA deduction.

But since you own two properties, you can only claim one house as self occupied. The other property will be deemed to be let out.
