My friend bought a flat from a builder. He got its possession in 2010. Builder takes care of the building maintenance and charges Rs2000 a month for maintenance. After introduction of GST in Jul 2017, builder has started charging GST @ 18% on top of maintenance charges. Is he right in charging GST?

Your builder is right in charging GST upon maintenance charges.

If you want to save on GST, then here is my advise:

Ask the builder to get a housing society registered with you all flat owners as members. This would enable you for GST exemption.
