No.Every business organisation has its own strategic planing for its organisational goals. Strategic planning in latter time should convert into strategic action to realize desire result.

Strategic actions are combination of.....

(1) proactive actions on the part of managers to improve the company's market position and financial performance and

(2) as needed reactions to unanticipated developments and fresh market conditions and developments.

So strategic actions can not be said only a reaction to the particular change.
